Livestock are integral to agriculture in India, enhancing food security, providing employment, and contributing significantly to the Indian Economy, they also act as a financial safety net for rural households and play a crucial role in exports.

In order to meet the rising demand of animal products like - milk, meet, egg, wool, this sector needs further strengthening and value addition in terms of new technologies, breeding program, disease control & eradication programs, establishing dairy & meat processing infrastructures, human resource development etc. To address these challenges, the Department of Animal Husbandry and Dairying, Govt. of India has launched several schemes out-reaching to States/UT’s in the Country.

These Schemes are operated in a time bound manner and the outcome is periodically reviewed for effective implementation. Monthly progress report, quarterly progress report, yearly progress report, management information system, regional review meetings, video conferencing session with the participating states are some important monitoring mechanism of the schemes. However, there is a need for independent third party monitoring of the schemes to showcase the status at ground level and to guide the department for further improvement of the schemes.

In view of above, a system of National Level Monitors has been established to achieve the purpose of having an unbiased and objective monitoring of implementation of these schemes in a systematic and regular manner. The NLM’s will interact with the Implementing Agencies, beneficiaries and other stakeholders to find out impact of the schemes at grass root level and also visit the important infrastructures which are being created/strengthened under the various scheme. As of now 16 NLMs were empanelled and they are being deployed in field very soon. Presently four major Schemes of Department of Animal Husbandry and Dairying are identified for monitoring, namely-

  • National Livestock Mission (NLM)
  • Rashtriya Gokul Mission (RGM)
  • National Programme for Dairy Development (NPDD)
  • Livestock health and Disease control programme (LH&DCP)
